Ms. Sugar's professional career began in the early 1970's after she earned a bachelor's degree in criminology and sociology. After a successful career in the field of criminal justice at both the local and state levels, she decided to pursue a legal career to which she had always aspired. In 1991, she was admitted to practice law in Maryland and the District of Columbia. Thereafter, she was also admitted to practice in the Maryland federal courts and the U.S. Supreme Court.
