He was also a union activist, serving as a shop steward, local union vice president and then president. Plant downsizing and layoffs caused Clay to return to college to finish an undergraduate degree in the labor studies program at St. Joseph’s University, graduating in 1995.He attended law school at night and worked during the day, receiving his J.D. magna cum laude from Temple University in 1999 and a LLM with honors in Trial Advocacy in 2005. He is licensed and practices in Pennsylvania, New Jersey and Delaware and has extensive experience representing unions in contract negotiations, arbitrations and before the National Labor Relations Board, the Pa. Labor Relations Board and the Delaware Public Employee Relations Board, local trial courts, state appellate courts and federal district courts.
