      Biography

      As CFO of the City of Charlotte, Greg was the prime negotiator on many successful public-private economic development projects where he produced win-win strategies for public and private partners. From suggesting and drafting the proposal that got the Charlotte Hornets to play in the Coliseum to creating the structure that allowed the NASCAR Hall of Fame to come to Charlotte and be financially feasible even during the Great Recession that occurred after it opened.

      While he was Deputy Finance Officer for Charlotte, Greg helped create the first joint city, county and school board full service risk management organization in the United States. The risk manager and staff of this group reported to him until he retired over 27 years later. During this time, the organization received numerous recognitions locally, regionally and nationally for superior operations and results. The programs originated in house saved millions of taxpayer dollars in diverse areas from workers' compensation to reinsurance. Mr. Gaskins also worked with a special committee to lower health costs for the city with success.

      As Departmental Attorney for Treasurer Harlan Boyles and as Deputy Treasurer for Treasurers Janet Cowell and Dale Folwell, Greg came up with many creative solutions to problems faced by local governments. When necessary, he crafted legislative solutions and led the effort to get those solutions enacted. He drafted the first modern Unclaimed Property Act for North Carolina and got it passed and implemented. This created more money for student loans and got more money returned to North Carolina citizens. He responded to local governments requests for help in getting a tool to finance smaller transactions involving rolling stock, technology and real property by drafting G.S. 160A-20 and getting it passed so that these transactions could be done more easily and quickly.

      As Secretary of the Local Government Commission, Greg worked on many issues designed to help make it easier for smaller governments to meet their financial and operational requirements. He was instrumental in getting legislation proposed and passed that provided new ways for municipal utilities to seek solutions when they were experiencing financial problems that were threatening their future. He also as a member State Water Infrastructure Authority and earlier as a member of the General Assembly's Blue Ribbon Infrastructure Commission advocated for water/sewer capital needs as well as other infrastructure needs for local governments and schools.
