Joseph L. Baker is a graduate of Xavier University (B.A. 1972) and the University Of Cincinnati College Of Law (J.D. 1975). He has practiced law in the Commonwealth of Kentucky continuously since 1975, serving four years with the Transportation Cabinet, Department of Highways and private practice with the firm of Ziegler & Schneider, P.S.C. since 1979. He has concentrated in representing public bodies, especially those dealing with transportation, tourism, planning and zoning, and various governmental bodies. He has represented a variety of bodies in litigation, including First Amendment issues, planning and zoning issues, and open records issues. He has appeared in the courts of the Commonwealth of Kentucky at all levels, including several oral arguments before the Kentucky Supreme Court. Mr. Baker has argued cases before the United States Sixth Circuit Court of Appeals and briefed one matter before the United States Supreme Court which was decided without argument. In real life Mr. Baker is a Permanent Deacon with the Roman Catholic Diocese of Covington, Kentucky, father of 4 adult children, and fan of classical music.
