Richard L. Gilman is a Principal and Co-Founder of Gilman & Edwards, L.L.C. He works primarily with bankruptcy, tax controversy, credit counseling / debt solutions, general corporate, real estate/mortgage refinance, personal injury/auto accidents and general civil and criminal litigation matters. Mr. Gilman is a former federal trial attorney with the U.S. Department of Justice, Tax Division, where he prosecuted civil tax cases throughout the United States District and Bankruptcy Courts. While serving in this capacity, he won the "Outstanding Attorney" award in 1996. Before working for the Tax Division, Mr. Gilman was a trial attorney with the U.S. Department of Housing and Urban Development (HUD), Fair Housing Division. While at HUD, he issued informal opinions regarding the Real Estate Settlement Procedures Act (RESPA) and prosecuted complaints of discriminatory housing practices on behalf of aggrieved persons.
In 1988, Richard L. Gilman received his Juris Doctorate from the Washington College of Law, The American University. He is a 1985 graduate of the State University of New York at Binghamton.
Mr. Gilman is licensed to practice law in Maryland, the District of Columbia, and New York and is a member of the Maryland Bankruptcy Bar Association.
