Mr. Horn specializes in natural resources law. He has extensive expertise in land acquisition and appraisal; wildlife law, including the Endangered Species Act and the Migratory Bird Treaty Act; national park concessions; Forest Service matters; recreation permits; and other public land and related regulatory matters. Mr. Horn’s experience in complex interstate land transactions includes the largest interstate land exchange ever consummated (the Arizona (Indian School)-Florida (Everglades) Exchange).
Mr. Horn has established an active and successful litigation as well as legislative practice. He frequently represents clients in the U.S. District Courts and the U.S. Courts of Appeal on matters including the Natural Environmental Policy Act, Endangered Species Act, National Park Organic Act and other public land, water and wildlife statutes. In the legislative area, he works primarily with the Senate Committee on Energy and Natural Resources, the Senate Committee on Appropriations and the House Committee on Natural Resources. Mr. Horn has secured enactment of numerous statutory provisions as well as key reports and conference directives. A recognized expert in the field of natural resources law, he is a frequent speaker at national seminars and conferences.
